Administrator login shows you the full range of options available for a user with the Administrator Role. The "User" login shows you how the software looks to a user you have setup on the system that only has access to one specific folder. PCS Document Manager can be configured to fit your business requirements. You can setup a client to have access only to a specific folder or you can use group permissions to make it easier to manage permissions for large groups of users.
